REMIS-UE is a European cooperation initiative focused on improving preparedness, planning and operational coordination for resource-intensive events and large-scale evacuations. The respective project advances an interoperable digital platform that supports multi-agency decision-making, resource planning, situational awareness and secure information sharing across organisational and national boundaries in complex emergency situations.

REMIS-UE focus on contemporary needs

REMIS-UE responds to a major operational gap in Europe: large-scale evacuations and resource-intensive emergencies are often still managed through fragmented systems, office tools and ad hoc coordination. The REMIS-UE develops a unified, ethically aligned information environment to support planning, resource allocation, multilingual coordination, geospatial awareness and cross-border cooperation in fast-evolving crisis situations.

Interoperable, ethically trustworthy modular approach

REMIS-UE solution focuses on a unified digital environment for large-scale emergencies, including evacuation management, preparedness planning, and real-time operational coordination. The platform is designed for interoperability across agencies and countries through modular architecture, open interfaces, shared situational awareness and secure information exchange. It advances a multilingual solution that can also connect with legacy systems and support cross-border civil protection operations. Ethical, legal and societal aspects are integrated, including GDPR compliance, AI Act alignment, adaptive access controls and auditability. The project has awarded the STEP Seal from European Commission in 2026.

Open collaboration to enhance European-wide cross-border cooperation

REMIS-UE already brings together a network of rescue, crisis-management and technology actors from the number of EU countries. The initiative now seeks additional cooperation with municipalities, communities, first responders, evacuation planners and other public-sector actors across Europe. The aim is both to facilitate knowledge exchange on planning of evacuation as well as prepare further project proposals for development of respective software tool for large-scale evacuation preparedness and coordination.
