CESERE’s innovation hubs and cooperation networks bring together researchers, public authorities, practitioners, companies, municipalities, communities and civil society organisations around shared societal challenges.
They provide structured pathways for developing partnerships, exchanging knowledge, identifying real-world needs, involving stakeholders and preparing or implementing research and innovation activities.
Some of these platforms are permanent thematic hubs, while others focus on a particular European challenge or project. Together, they help connect expertise with practical contexts and turn cooperation into relevant research, applicable solutions and lasting impact.

Security and Resilience Innovation Hub
Permanent innovation hub
The Security and Resilience Innovation Hub connects research, technology, operational practice and community perspectives to support safer and more resilient societies.
It brings together public authorities, security and civil protection practitioners, municipalities, researchers, technology providers, communities and other end users. The hub supports challenge identification, requirements development, co-creation, scenario design, testing, validation and pathways towards implementation.
The hub is particularly relevant for organisations and European project consortia seeking stronger end-user involvement, realistic use cases, multi-actor cooperation and credible impact pathways.
Community Engagement & Empowerment Hub
Permanent innovation hub
The Community Engagement & Empowerment Hub supports meaningful cooperation between communities, civil society organisations, municipalities, researchers, innovators and other stakeholders.
It helps projects move beyond one-way consultation by involving communities and local actors as active contributors to needs assessment, co-creation, local pilots, capacity-building and the validation of proposed solutions.
The hub is suited to initiatives that require trusted local relationships, meaningful participation, inclusive approaches, environmental or societal engagement and stronger community ownership of project results.
REMIS-UE Initiative
European cooperation and innovation initiative
REMIS-UE brings together organisations interested in improving preparedness, planning and operational cooperation for resource-intensive emergencies and large-scale evacuations.
The initiative supports knowledge exchange and future cooperation between municipalities, first responders, crisis-management organisations, researchers, technology providers, communities and public authorities from different European countries.
Its themes include evacuation preparedness, cross-border and multi-agency coordination, resource planning, situational awareness, interoperability and ethically responsible digital support for complex emergencies.
C-SINK Practitioners’ Network
Project-linked practitioners’ network
The C-SINK Practitioners’ Network provides a cooperation channel for professionals and organisations interested in responsible carbon dioxide removal, carbon sequestration solutions and the development of a transparent European CDR framework.
The network connects practical experience and stakeholder perspectives with research undertaken through the C-SINK Horizon Europe project. Participation may support knowledge exchange, practitioner consultation, assessment of implementation conditions and discussion of the societal, environmental, regulatory and economic aspects of carbon removal solutions.
It is relevant to companies, public authorities, researchers, environmental organisations, land-use and forestry actors, technology providers and other stakeholders working with carbon removal and climate solutions.
Hubs and networks with complementary roles
CESERE’s innovation hubs provide long-term cooperation platforms across broad thematic areas. They connect different stakeholder groups and can support several projects, partnerships and innovation processes over time.
The initiatives and project-linked networks focus on more specific challenges. They enable organisations and professionals to contribute their expertise, exchange knowledge and identify opportunities for future cooperation around a defined topic.
Organisations may participate in more than one hub or network where their expertise and interests overlap.
Choose the right collaboration pathway
Choose the Security and Resilience Innovation Hub when your focus is security, civil protection, crisis preparedness, operational cooperation, resilience technologies or solution validation.
Choose the Community Engagement & Empowerment Hub when your project requires community participation, civil society involvement, local implementation, inclusion, environmental engagement or stakeholder empowerment.
Choose the REMIS-UE Initiative when you are interested in large-scale evacuation, resource-intensive emergencies, cross-border preparedness or interoperable multi-agency coordination.
Choose the C-SINK Practitioners’ Network when your work relates to carbon dioxide removal, carbon sequestration, afforestation, carbon markets or the implementation and assessment of CDR solutions.
How we can cooperate
Depending on the hub, network and proposed activity, cooperation may include:
- exchanging professional knowledge and practical experience;
- participating in expert consultations, workshops or co-creation activities;
- contributing operational, organisational or community needs;
- supporting stakeholder mapping and requirements development;
- identifying use cases, pilot environments or validation opportunities;
- joining the preparation of European and international project proposals;
- contributing to dissemination, uptake and long-term impact;
- building partnerships across research, policy, practice and society.
Participation does not automatically require membership in a formal project consortium. The appropriate form of cooperation is agreed according to the interests, expertise and capacity of the participating organisation.
