Supporting innovation for security and resilience

CESERE helps organisations to move from early ideas and identified needs to structured analysis, stakeholder engagement, and product testing in realistic multi-actor environments. The services support EU-funded projects and commercial innovation activities, with strong focus on operational value and end-user involvement. We provide consultations, requirements, needs  and use cases collection, process analysis and product testing.

In the following are described each of the services in more detail.

1. Innovation consultations for co-creation and knowledge exchange

CESERE provides innovation consultations for organisations seeking to develop, refine, or validate security-related ideas, concepts, and solutions. We support co-creation and knowledge exchange between companies, public authorities, practitioners, researchers, and community stakeholders. The aim is to ensure that innovation is grounded in real operational needs.

Our consultation services help clarify objectives, align stakeholder expectations, and identify practical pathways for cooperation, piloting, and further development. In a project or innovation process, CESERE acts as a neutral and knowledgeable partner that helps build strong collaboration around security challenges and solution opportunities.

2. Innovation needs, requirements and use cases collection

Strong innovation begins with a clear understanding of what users and organisations actually need. CESERE supports the collection and structuring of needs, requirements, and use cases. The aim is to help companies, agencies, and project consortia in developing relevant, realistic, and purposeful solutions.

Our main focus is on crisis preparedness and response, cascading effects of polycrisis and multimodal crises, border management and fighting crime and terrorism. The solutions include process and information systems management, inter-agency cooperation together with multiple stakeholder groups engagement, drone (UAV, UGV, USV, UUV) solutions, cybersecurity and prevention solutions.

We work closely with stakeholders to identify operational challenges, user expectations, environmental conditions, and functional priorities. This makes it possible to translate field knowledge into clear input for product development, pilot planning, testing activities, procurement preparation, and project design. Our role is to bridge the gap between technology development and real-world application.

3. Process, scenario and timing analysis

CESERE provides professional analysis of processes, scenarios, and timing aspects in complex security environments. We help organisations understand how different actors interact, where critical dependencies exist, and how workflows can be improved. This supports more effective and coordinated action.

This service is especially valuable in multi-actor settings involving security agencies, municipalities, emergency services, private sector operators, researchers, and communities. By analysing operational sequences, decision points, and scenario dynamics, CESERE helps clients better prepare for testing, validation, implementation, and future solution deployment.

4. Product testing

CESERE supports and organises product testing for security technologies and solutions developed by different vendors. We connect companies with relevant test environments, security practitioners, public authorities, researchers, and end users to ensure that testing reflects actual operational contexts and user perspectives.

We can act both as a testing organiser and as a practical testing partner. Our services include stakeholder coordination, test planning, scenario support, user involvement from EU Member States security  authorities, observation, feedback collection, and structured summaries of testing results. This enables companies and project partners to gain credible evidence, improve their solutions, and demonstrate value to future customers, procurers, and funding stakeholders.

The Security and Resilience Innovation Hub

The Security and Resilience Innovation Hub connects security and safety end users, technology and solution providers, policy makers and community representations. It is aimed to collaborate for co-creation, elaboration and implementation of solutions that support security and resilience.

The respective solutions include support for operational activities, resource management and analysis for first responders, law enforcement, border management, civil protection and community resilience.
