The Community Engagement & Empowerment Hub is CESERE’s platform for building meaningful cooperation between communities, civil society, municipalities, innovators, researchers and other stakeholders.

It is designed to support projects and partnerships that need more than technical excellence alone. Many of today’s societal, environmental and community-level challenges require trusted cooperation, local participation, stakeholder ownership and stronger links between innovation and real-life needs. The hub helps create those links. It brings together actors who often work in parallel, but who achieve more when they are connected through a structured and purposeful framework.

CESERE’s Community Engagement Hub provides structured, ethics-aware methods for involving communities, NGOs, municipalities and local actors as active contributors. The approach is designed to meet responsible research, meaningful participation and long-term impact requirements, while producing reliable evidence and practical deliverables.

For Horizon Europe projects and other international cooperation initiatives, this means stronger stakeholder ecosystems, more credible community involvement, better local anchoring, and more practical pathways to uptake, impact and long-term continuation. CESERE’s Community Engagement & Empowerment Hub is particularly relevant for projects where communities, local organisations and municipalities are not only target groups, but active participants in shaping solutions, validating approaches and helping innovations become meaningful in practice.

Interested in cooperation? CESERE welcomes dialogue with proposal coordinators, consortium builders, municipalities, NGOs, community networks, innovators and research partners who are seeking stronger community-grounded cooperation in Horizon Europe and related initiatives. Why Community Engagement & Empowerment Hub?

The Community Engagement & Empowerment Hub is a cooperation and implementation platform that supports the active involvement of communities and stakeholders in research, innovation and development projects. Its purpose is to help create stronger connections between ideas, needs, people and implementation environments.

In many projects, stakeholder engagement is treated too narrowly as communication, dissemination or consultation. CESERE’s approach is broader and more practical. The hub supports participation that is structured, purposeful and relevant to the project’s goals. This may include helping identify local needs, connecting with community organisations, involving municipalities, engaging schools or civil society actors, supporting co-creation activities, facilitating local pilot environments, or helping build community ownership around project outcomes.

The hub is especially well suited to projects that aim to strengthen inclusion, participation, local capacity, environmental awareness, social innovation, place-based development or community-level action. It can also support cooperation where trust-building, local legitimacy and sustained stakeholder involvement are necessary for meaningful impact.

In this way, the Community Engagement & Empowerment Hub serves as a bridge between project consortia and the communities, organisations and local actors whose participation can make projects more grounded, relevant and effective.

Collaborative problem solving and connecting different stakeholders via the Hub

The Community Engagement & Empowerment Hub is designed to connect actors that often need better structured cooperation in research and innovation projects. These may include:

  • local communities and neighbourhood groups
  • community organisations and non-governmental organisations
  • municipalities and regional stakeholders
  • schools, educators and environmental learning actors
  • innovators, SMEs and solution providers
  • researchers and proposal consortia
  • civil society networks and thematic associations
  • local practitioners and implementation partners

By connecting these groups, the hub helps create stronger stakeholder ecosystems around project ideas and ongoing initiatives. This is useful both during proposal preparation and during implementation. In proposal development, the hub can help identify relevant actors, understand local needs and shape credible stakeholder pathways. During implementation, it can help organise practical cooperation, local outreach, participatory activities, community-level feedback and pilot support.

The value of the hub lies not only in bringing actors together, but in helping them cooperate in a structured and useful way. Communities and organisations are more likely to contribute meaningfully when cooperation is based on trust, clarity and relevance. CESERE seeks to help build these conditions.

The focus areas of Community Engagement and Empowerment Hub

The Community Engagement & Empowerment Hub supports different themes while remaining clear in its community-centred mission. Its focus areas may include:

  • Community participation and empowerment. Supporting communities and local actors in taking an active role in shaping, discussing and implementing solutions relevant to their needs and context.
  • Stakeholder engagement and co-creation. Connecting different actors in structured dialogue, participatory activities and practical cooperation that improves project quality and relevance.
  • Municipal and local cooperation. Building bridges between municipalities, local organisations, community groups and project partners in ways that support implementation and local uptake.
  • Environmental awareness and community-based action. Supporting environmental awareness, local stewardship, nature-related engagement and community participation in sustainable and place-based activities.
  • Community learning and local capacity-building. Helping create activities that strengthen knowledge, confidence, awareness and practical capacity among communities, schools and other local stakeholders.
